The only tier-5 whips are locked behind online interactions, or NG+ in offline. Not only that, but unlike the rest of whips, they use Sacred Glyphs instead of Forbidden ones, which means you have to plan ahead for that.
To top it off, one of them doesn't even scale with luck that well, but with Dexterity. Even though unlocking whips gives you luck, which is the main stat they scale with...
They really went all out on the baffling decisions on this weapon class it seems.

The whips are well underpowered. Their benefit is they can hit slightly longer than normal auto attack range (Of a spear, for example) but hit so low, combined with the slow attack speed leave you feeling like you're gimping yourself very hard by using any of them. The poison whip (Serpentine) attacks slightly faster than the base leather whip, but again, a good weapon of the same speed and better scaling will be pumping out significantly higher numbers.

First playthrough I cleared with Greathammer, second one I'm doing whips. Feels like going from Easy/Normal to Hard. Pretty slow attack speed, not much stagger, scales of a pretty exclusive stat (and not even single scaling either). Plus, your elemental coverage going through the game is pretty bad. Ice and Poison only pretty much, until the Peaks. At least the Serpentine Scourge has a fast attack speed modifier and you can get it very early on - that saves the class imo. With the whip's usual attack speed, anything more than single hits is asking for trouble, but with the Serpentine Scourge, you can actually get off combos and attack in close range if needed.
Get that one and never look back. Maybe add the fire throwing daggers for even more DoT.
